A bylaw in the Town of Thorsby cannot be passed without three readings, which are motions of approval from Council during a public regular meeting. Each bylaw will typically receive first reading at a regular meeting of Council, and then return for second and third at a following regular meeting.

Some bylaws are non-consequential to the day-to-day lives of the residents of Thorsby and have more to do with Administrative procedures, but others being proposed for change will affect residents.
