Important Notice: Sidewalk Responsibilities in Thorsby

Hello Thorsby Residents,

We’ve heard your concerns about the condition of sidewalks in our community. With winter in full swing, it’s important to ensure our sidewalks are safe and accessible for everyone, especially children, seniors, and those with disabilities.

Your Responsibilities

Under Thorsby Bylaw 2006-05, Section 7.18 (Sidewalks, Pedestrians):

"The owner or occupant of a parcel of land abutting a sidewalk shall be responsible for removing all snow, ice, dirt, debris, or other obstructions within 48 hours of the snow, ice, dirt, or other obstruction being deposited thereon."

This means it’s the responsibility of property owners (residential or commercial) or occupants (e.g., tenants) to keep sidewalks clear and safe. Failing to comply may result in a $57.00 fine and, if necessary, action by the Town to clear sidewalks at the property owner’s expense.

Why This Matters

Snow and ice on sidewalks can cause serious safety hazards, especially for children, seniors, and those with mobility challenges. Keeping sidewalks clear ensures safe passage for everyone and contributes to a welcoming community.

Upcoming Enforcement

To address ongoing concerns, the Community Peace Officer will soon be conducting a major sidewalk inspection and with the assistance of a contractor, and a clearing operation. Please remember that sidewalks must be cleared of snow and ice within 48 hours of it being deposited.

Failure to comply within this timeframe may result in:

1. Fines of $57.00, as per the bylaw.
2. The Town hiring contractors to clear the sidewalks, with all associated costs charged to the property owner.

Understanding the Consequences

As per the Municipal Government Act, Section 553(1)(g.1):
"If the municipality has passed a bylaw requiring the owner or occupant of a parcel to keep the sidewalks adjacent to the parcel clear of snow and ice, unpaid expenses and costs incurred by the municipality for removing the snow and ice in respect of the parcel may be charged to the property owner."

This means that any costs for clearing sidewalks will result in an invoice to the property owner, and if unpaid, these costs will be added to the property owner’s tax roll.
